Initial consultation and information services
• Comprehensive information about the region, priority development areas, support measures, and project implementation conditions; • Providing regional market analytics: demand volume, average purchase price, logistics flows, and availability of raw materials for a specific industry. • Calculation of the project's financial model and preliminary business case (Tax Incentives Calculation). • Company verification of eligibility for SEZ/TOR/SPIC/RIP resident status.
Land Plot Selection and Provision
• Provision of passports for completed investment sites (Greenfield/Brownfield) with information on network capacity, hazard class, and distance from highways. • Land without Bidding: Mechanism for allocating plots for lease without a bidding process (under the laws on large-scale investment projects - MIP). • Urban Development Policy: Obtaining a turnkey Urban Development Plan for the land plot (UPL), checking for encumbrances and zones with special use conditions (ZOUIT) before signing the contract. • Connection to Utilities: Consolidation of applications and interaction with the resource supplying organization (RSO) regarding technical connections to gas, electricity, and water (including calculation of connection fees at preferential rates).
Administrative and Regulatory Support (Client Manager)
• Personal Manager: Assigning an Agency employee to the project to manage the turnkey project. • State Expertise Processing: Organizing project support at the regional State Expertise and Main State Expertise Departments. • Construction and Commissioning Permits: Assistance with procedures at the MFC for investors or fully remote document submission by proxy. • Licensing: Expedited acquisition of licenses for subsoil use, retail alcohol sales, and pharmaceutical activities.
• Structuring of preferential loans: Attracting funds from the Industrial Development Fund (IDF) at 1-5% per annum. • Regional CAPEX subsidies: Compensation of up to 20-50% of equipment costs (leasing) in the first year after launch. • Project Finance Factory: Project packaging for participation in VEB.RF mechanisms with interest rate hedging.
